YouTube and the Copyright issue

Sometimes I'm really annoyed when I want to watch a Doctor Who or Torchwood video on YouTube and get the message: "Due to copyright issues the video is not available in you country. We are sorry!" (Or something like that)
One problem here in Germany is definitely the GEMA which wants money from YouTube for certain music titles etc. and that's a reason why I can't watch a lot of the videos because it has a music title which is restricted here. I always ask myself why it's possible to use the music in the US and they just add the iTunes download link but not here. Here they have to block the whole video or sometimes only the sound which is even worse. The additional "We are sorry!" isn't really helpful then.
It's the same with the blocking of TV show uploads and then blocking channels of users. I know it's illegal to upload this stuff but it's normally the only chance I get to watch the episodes when they are not broadcast in your own country and I don't have the money to buy all the DVDs. Sorry. But I'm also not one who downloads the episodes illegally I just want to watch them which is still a kind of grey zone on the internet.
I always ask myself why they are allowing uploads of copyrighted stuff in the first place and don't have a kind of filter so that these things don't get online at all and they have to block users later. Well, I guess I won't see the rest of K9 which I really enjoyed and I don't know if I like it that much to buy the DVDs.
